How can my friend get find investors online?

My friends uncle died in a car accident years ago and left a humungous sum of money that no one's claimed. He's trying to claim it but doesn't have $30,000 to retrieve it (for Western Union fees and taxes, since it's in another country). He's got all the paperwork including death certificate of relative. He's got until the end of October to claim it or it will be turned over to the foreign government. Where would be the best place for him to find investors willing to help him?
